Федеральные территории в России: новые перспективы
The article examines the prospects for the development of the institution of federal territories in Russia. A key characteristic of this legal institution is the ability to establish a special framework for the organization of public authority within each federal territory, depending on specific needs. In this structure, the federal level of public authority gains additional (or even primary) levers of influence, while the federal territory itself may come entirely under federal jurisdiction, ceasing to be part of a constituent entity. The author identifies two types of federal territories that would be advisable to establish in Russia: "large" federal territories, located in sparsely populated areas with significant mineral deposits, and "small" federal territories, situated in areas hosting strategically important facilities for the Federation or within specially protected natural zones. This approach would strengthen federal control over these territories, enhance the effectiveness of addressing national objectives, and optimize expenditures on the organization of public administration.
