The consulting system for developing and making high-quality decisions by territorial authorities is a tool that provides up-to-date and reliable information on the processes and conditions of the population’s life, as well as tools for analyzing socio-economic indicators and infrastructure functioning. The analysis tools should help to identify problem situations ("bottlenecks") in ensuring the quality of life of the population and form a "tree"of management goals for developing the territory and improving the life of the population. The solution to these problems is possible by creating a human-machine platform for scenario analysis of territorial development for numerous aspects of management. The decision-making process is based on models of analysis and interpretation of current observed and predicted scenario values of the performance indicators of municipal entities of the region to achieve the effectiveness of both operational management and strategic planning. The information system being developed is intended to become a convenient and powerful tool for analyzing the level of regional development, scenario analysis of planning support and making high-quality management decisions.
