The authors take a macro-perspective of post-crisis innovations in extractive industries of Brazil, Russia and South Africa, drawing a comparison with Canada. The economies of these countries will most likely depend on the extraction of natural resources in the near and even mid-term future. Therefore innovative activity of extractive industries will help cutting down costs in times of economic turbulences as well as acquiring certain competitive advantage during the recovery and the stage of renewed growth. The paper has also shown that there are not many differences in the innovation policy instruments used in developed countries vs. fast growing economies. It is their synergy, governance, targeted design and application that make up for all the differences. All four countries that were studied emphasized the overarching R&D-related policy goals and indicators, like a certain GDP percentage of R&D expenditure. However, it seems that in fast growing economies, the necessary fine-tuning of policy tools together with structural reforms are more successfully realized in developed countries. Following the available sources, only Canada succeeded to properly put in place the framework economic conditions, like structural adjustment of S&T sector, effective governance structure for S&T sector, competition and SME policies, lowering administrative barriers and corruption.
