The article analyzes the multifaceted but contradictory legacy of the first Russian academician political economist Heinrich (Andrey Karlovich) Storch in the context of the institutionalization of political economy in Russia and Europe. The contradictions in Storch's teaching are shown both as a critic and as a true follower of Adam Smith. Special attention is paid to the formulation of the principle of comparative advantages in international trade by Storch earlier by D. Ricardo and to the one-sidedness of conclusions from this principle.
