The paper is devoted to the ideas of the Spanish outstanding lawyer and statesman F. Pi y Margall about federation as a people’s union based on a system of pacts of cities (communities), provinces (regions) and nations (states). Convinced that there were his- torical and other reasons to establish a federation in Spain, F. Pi y Margall became one of the initiators of the attempt to constitute the Spanish Federal Republic in 1873.
