There are two main models of legal regulation of social protection in Russia and the EAEU countries. In Russia, Armenia and Azerbaijan, social legislation is not codifi ed. While in Kazakhstan and Turkmenistan, the social Code and the Code of protection of the population have been adopted and are functioning, respectively. It can be argued that there is a tendency aimed at systematization of social legislation. This makes it possible to solve most of the problems in the fi eld of legal regulation of social protection, including in the fi eld of activity of the employer’s personnel services. To optimize legal regulation, it is necessary to develop a Social Code, where, among other things, all types of social security will be systematized and the legal status of the employer in this area will be clearly defined. Employers can already build a personnel policy aimed at reducing social risks.
