After the dissolution of the Soviet Union, Russia immediately adjusted the university admission policy and began The Unified State Exam experiment in 1997. The unified examination experiment continued to improve the examination method, the difficulty of the test questions, and the enrollment rules, this caused widespread discussion. At the same time, it has accumulated a lot of experience and laid the foundation for nationwide implementation. In 2009, The Unified State Exam was officially implemented nationwide. During the implementation of The Unified State Exam four aspects have the greatest impact and attracted the most attention and discussion: the subjects and scores of the unified exam, the admission policy, the system of make-up examination and exam fairness. In the process of the implementation of the unified exam, the policy was gradually revised and improved. Historical results show that the unified exam is good for improving the quality of modern education and cultivating professional talents. However, how to solve unified examination system’s contradictions, how to implement people-oriented, and realize all-round development is Russian’s enrollment system forwarding direction.
