Under the influence of new threats and challenges of non-military nature, which have a significant impact on the security of the individual and humanity, there has been a rethinking of the content of international security, where the central place is occupied by the concept of human security. In numerous studies and documents of international organizations, an important element of the concept of human security is the issue of protecting human health, which can be ensured by equitable access to health technologies. The circulation of health technologies is a complex process, each stage of which creates threats and challenges to ensure access, determining the need for an effective regulatory system at the national and international level. The article reviews the main stages of international security conceptualization in the documents of international organizations, as well as the formation of human security concept. The author pays special attention to the analysis of the national security strategy of the United States and the Russian Federation in the context of providing access to healthcare technologies. The article systematizes the main threats and challenges of a global nature that have formed in the system of circulation of healthcare technologies.
