The share of municipal normative legal acts in the total body of Russian legislation is predominant. However, the quality of municipal regulations often remains low. Statistical data prepared by the Department for maintaining the Register of municipal legal acts of the legal Department Of the administration of the Governor of the Perm region, indicate that there is a theoretical and practical need for a thorough study of the prevention, detection and elimination of defects in municipal legal acts, as well as the search for a modern way to solve the problem of their poor quality. The article assesses the state of municipal legal acts adopted by local authorities of the Perm region, focuses on the most common defects of municipal legal acts identified as a result of legal expertise. The authors come to the conclusion that the solution of the problem of municipal rule-making cannot be carried out at the expense of standard forms of normative legal acts of local self-government bodies; in the conditions of digitalization of society, a promising solution to the problem is proposed through the creation of a unified Expert System for municipal rulemaking.
