Публичные услуги G2B: на какой стадии находится развитие электронного правительства в России?
The development of state and municipal administration in the Russian Federation is moving
towards digitalization. Information and services provided by the government are becoming increasingly focused
on meeting the needs and interests of citizens. The provision of public (state and municipal) services is
translated into electronic form, which contributes to the favorable investment climate of the state and its regions,
eliminates many obstacles on the path of the entrepreneurship development.
The purpose of the publication is to determine the level of development of e-government and public services
focused on the entrepreneurs and businesses. The research methodology is based on the application
of logical, dialectical techniques and methods of scientific knowledge, comparative legal and legal-technical
analysis of the texts of laws and other documents, analysis of official web-sites of e-government.
Results. The article analyzes foreign scientific literature, international ratings, Russian legislation and
strategic planning documents in order to determine the indicators characterizing the stages of e-government
evolution in Russia and the effectiveness of state policy in this area of regulation. The study suggests the
considerable prospects for optimizing government regulation of public services «Government to Business»
(«G2B») through the e-government instruments, but this activity is complicated by the fragmentation of the
measures, the lack of a strategic vision for the further development, instability, inadequate legislation and
practice of law-applying. The authorities responsible for administrative reform and the implementation of the eprinciples are often focused on criteria taken into account by international ratings, so the achievement
of planned indicators in these areas is put at the forefront, while other areas fall out of sight of regulators.
Despite the fundamental grounds of the electronic state laid during the reform, the portal of state and municipal
services in Russia has not yet become a single point of access to all public services provided to citizens and
businesses. Many databases and electronic services of governmental bureaus are not integrated into a single,
national system. The most significant problems can be traced in the field of tax and customs administration, as
well as areas of activity regulated by regional and local administrations.
Conclusions. In modern Russia there is no holistic view of the prospects for digitalization of public administration,
focused on improving the conditions for doing business. In view of the insufficient theoretical elaboration of the issues of understanding «service» in public administration, the control and supervisory functions of the state are considered along with state and municipal services, both spheres in many cases are regulated fundamentally similar. Despite of the legal, organizational and technical grounds, there are many problematic areas for regulation, in which the
Russian government needs to take further measures for improvement both legislative activity and application
of law. According to the author the solution of these problems is seen in the definition of the essence
of public, state and municipal services, the establishment of a clear system of normative and law-implementing regulation.
