澳大利亚与东盟的合作及二者的“印太”困局

The article analyses the Indo-pacific cooperation between Australia and the Association of Southeast Asian Nations (ASEAN). It reviews the history of the relations between the two sides, and gradually demonstrates the characteristics of the various stages of the Indo-Pacific system and the impacts of its recent evolution on the relations between ASEAN and Australia. The existing academic literature provides a general understanding of this relations, but as far as the relations among the economies of the Indo-Pacific region and the strategic trend of the Indo-Pacific have emerged in recent years, there is still room for improvement in the depth and accuracy in these regards. The Indo- Pacific region as a multilateral initiative, if approached from the perspective of Australia-ASEAN cooperation, has bleak prospects. Specifically, it carries dividing rather than consolidating implications for the Australia -ASEAN relations, which, among other factors, demonstrates that the project lacks necessary resources, including a well -developed intellectual foundation and a limited operational capability. Hence, the interplay of the research focus and the obtained results makes the paper academically unique.

 

文章分析了澳大利亚与东盟之间的印度洋—太平洋合作议程，在回顾双方关系史的同时，逐步展示 了“印太”体系发展的各阶段特征及其近期演变对东盟与澳大利亚之间关系的影响。尽管现有的文献研究让我 们对这种关系有了一个整体的了解，但截至目前，就“印太”地区经济体之间关系及其与“印太”战略走势的相互 作用，还有待深入观察。从澳大利亚与东盟的合作角度来看，“印太”战略的前景并不乐观。这表现在基于“四方 安全对话”机制背景下的这一战略不但无法巩固二者的关系，还可能造成其脱节。即使不去考虑外部因素，该战 略本身也存在资源不足的问题，包括理论阐述欠佳、实践能力有限等。这种研究聚焦点和所获得的结果一并确定了文章在科学上的独特性。
