Сетевое взаимодействие некоммерческих организаций и органов государственной власти: "Коммуникационный аутсорсинг"
The existence of NGOs can be called a relatively new phenomenon for the Russian political and administrative space. The relative independence of NGOs as political actors, as well as growing interest in such organizations on the part of civil society, complicates the issue of regulating their activities. Under these conditions, the state has to resort not only to formal, but also to informal regulation of the activities of NGOs. As a result, there is a situation where non-profit organizations, while remaining independent structures, act as an instrument for the implementation of state policy, while existing in close cooperation with state institutions. The article deals with the problems of building network communication between state institutions and NGOs, and also provides an analysis of a specific case of interaction, in which the state “delegates” the representation of its interests to a third-party non-profit organizations.
