Objective: to make a comprehensive analysis of changes in the social assistance system in the United States. Discussion: the article analyzes the main trends in the US social assistance system in the XXI century. The article considers the transformation of the section "human resources" in the expenditure part of the Federal budget, as well as the dynamics of expenditures by the main Ministries and agencies implementing social assistance in the United States, analyzes monetary and non-monetary types of assistance to needy groups in America. The paper uses an integrated approach to assess the set of factors affecting changes in the system of social assistance, the method of analysis, comparison, expert assessments. Results: reductions in funding for some social programs does not mean a reduced role for the state in the development of human capital, but finds expression in new forms, for example, in supporting working families, the development of a network of kindergartens for children of working parents; expand educational opportunities for all population groups.
