Арктическая стратегия России: эффекты и возможности для Сибири и Дальнего Востока
The research is devoted to the impact assessment of the role of the Arctic
and the state Arctic policy in the socio-economic development of the Siberian and
Far Eastern regions of Russia. The development of the Arctic is designated as one
of the strategic priorities of Russia. However, today, the state policy largely ignores
the huge scientific, technological, industrial, transport and human potential of
Siberia and the Russian Far East, proceeding from the paradigm of the Arctic as a
"thing-in-itself", not taking into account the possibilities of embedding Arctic projects
in the economic and spatial system creating added value in the country. The
costs of this approach are the aggravation of the continental curse of Siberia and
some regions of the Far East of Russia, a decrease in the potential of Arctic development
projects. Based on the analysis of the domestic and foreign Arctic state policy,
a number of implemented and scheduled infrastructure and energy projects in the
region, scientific and public discourse on the regional development of Russia, this
paper proposes a number of measures to improve Arctic strategic management. The
paper highlights the need to revise the current development paradigm of the Russian
Arctic and turn it into a pilot region for the formation of a highly innovative
resource and nature-saving economy that generates multiplicative effects for the
socio-economic development of Siberia and the Russian Far East.
