The authors of the article made an attempt to consider “financial literacy” as an up-to-date and demanded category in the modern legal regulation. The authors analyze legal formation of financial literacy and identified the prerequisites for awareness of the need to solve problems associated with improving financial literacy; the international aspects of understanding and mechanism of financial literacy are noted. The theme of the study is considered through the prism of the following models of the relationship of private and public elements: individual - state, individual finance - public finance, financial literacy - financial stability. The authors note that financial literacy is a complex and multifaceted category, it is inextricably linked with the legal status of the individual and forms relationships with key phenomena of our time , such as the structure of society (civil society), the stability of the financial system and sustainable development; legal environment (legal literacy) and poverty eradication. The authors pointed and considered the main directions of interdependence and interrelation of financial literacy with financial stability of the state, fight against poverty of the population, system of the personality and civil society, impact of financial literacy on the anti-corruption mechanism. Summing up, the authors emphasize the demand for the development of universal scientific and legal approaches to the study of the Russian concept of financial literacy, as well as the desire to transform the understanding of financial literacy of the individual as an aspect of the financial culture of society and the state.
