Изменение подходов в законодательном регулировании стратегического планирования на местном уровне (в контексте динамики конституционных принципов организации местного самоуправления в России)

The article discusses the directions of possible changes in the legislative regulation of strategic planning at the local level, taking into account the ongoing constitutional reform in Russian Federation and the development of new foundations of state policy in the field of municipal institutions development. The author maintains, that the evolution of constitutional principles of local government organization and the formation of a unified public authority dictates the need to strengthen state authorities’ control and coordination powers, including the ones in the field of municipal strategic planning. At the same time, it is necessary to preserve certain limits of autonomy in the relevant field (in order to ensure the interests of the territorial public collective of local residents), as well as to keep the combination of principles of voluntariness and compulsoriness in the development of strategic documents at different territorial levels of local government.
