This monograph, prepared by the staff of the Institute of Legislation and Comparative

Law under the Government of the Russian Federation, is devoted to the study of

theoretical issues of the institute of administrative legal regimes, as well as features of

administrative legal regimes of public security, personal security, state security, environmental

protection, regimes of special economic zones , regimes of promotion of

economic development and protective economic regimes.

The publication discloses the concept of "administrative legal regime”, determines

its place in the system of instruments of legal regulation, inspects features of

legal construction of administrative legal regimes, and reveals guaranties of legality

and protection of citizen’s rights in conditions of operating administrative legal regimes.

For the first time a study of legal administrative regimes in the Eurasian economic

union is presented.

The publication is intended for deputies, state and municipal officials, lawyers,

business representatives, researchers, teachers, students and graduate students of

law schools and faculties.
