Effectiveness of the territories of priority development in the Russian Far East is still questionable. Development of the innovation factors is quite influential in speeding the process. Program of TPD is a project that has different levels and cycles. Any project is to be estimated by indicators of effectiveness. But, at the moment, there is no methodology of TPD estimation. The article describes the authors method of the TPD estimation on the 1st level, which can be used by different authorities.
