The article is devoted to consideration of the human factor in the context of its role in realization of the strategy of energy saving and energy efficiency in Russia. One of the results of this policy is decreasing of the volume of emissions of greenhouse gases that ensures reduction of negative environmental impact and the process of global climate change. The authors give characteristic of accounting and impact of the human factor in the implementation of the policy of energy saving in Russia, as well as existing problems in the given field. Proposals and recommendations on addressing those issues, removal of existing obstacles and due consideration of the role of the human factor are given for optimizing management system for ensuring fulfillment of the of the orders of the government of the country.
