Currently, there is no consistent view of the differentiation of basic and applied medical research the Russian medical research community. Priority areas of applied science (but not fundamental) can be determined by the state on the basis of scientific methods and mechanisms implemented through competitive funding. The state as a qualified customer of applied research can be an important component of the development of Russian medical science.
