After the end of Napoleonic wars the Vienna Congress brought peace to Europe for
several decades. The system of the Holy Alliance conceived by the Vienna Congress met
with its first challenge not in Europe but in Spanish America, with its decisive round of
independence wars which started in 1815–1816. The crisis of the Spanish Empire attracted
the attention of the great European powers to the struggle for influence in the New World.
The article shows that the European powers did not plan to help Spain, since the independence
of American states promised benefits: the mother country was just opening American markets
for foreign merchants, and the young republics were often ready to grant commercial
privileges in exchange for political support. Nevertheless, from late 1820 to late 1823
the liberal press of Europe and Americas was ripe with rumours about the preparation
of the Holy Alliance intervention to the New World. In December 1823, the promulgation of
the Monroe Doctrine by the United States did not bear any responsibilities but laid claim
to the leading role in the hemisphere which was implemented from the mid-nineteenth century.
