Benchmarking and Comparisons of Performance of Local Governments in Germany: Approaches, Advantages and Side Effects
P. 289–302.
Jaekel T.
The article investigates why some German local government make use of performance comparisons to improve their service delivery while others do not. Using ordered logistic regressions the study finds that indebted local governments are more likely to compare their performance against that of others.

Accurate benchmarking is critical for selecting computing architectures optimized for machine learning (ML) tasks. Conventional benchmarks such as High-Performance Linpack (HPL) and High Performance Conjugate Gradients (HPCG) often fail to capture the diversity and complexity of modern ML workloads. This study investigates the correlation between hardware parameters (e.g., processor architecture, cache size, frequency) and ML ...

In the rapidly evolving domain of Recommender Systems (RecSys), new algorithms frequently claim state-of-the-art performance based on evaluations over a limited set of arbitrarily selected datasets. However, this approach may fail to holistically reflect their effectiveness due to the significant impact of dataset characteristics on algorithm performance. Addressing this deficiency, this paper introduces a novel ...

How do specific characteristics of public servants impact their attitudes towards e-participation? In the current literature on e-government and e-participation there is surprisingly a little number of articles that cover this issue. Usually, researchers pay their attention to organizational and structural explanations for e-participation adoption and implementation success. This includes economic variables, such as GDP ...

What is the impact of E-Participation on quality of public administration? The modern literature on public participation suggests two basic perspectives. Some researchers and practitioners are pretty skeptical about public participation, indicating that democratic and bureaucratic processes inherently go against each other. They insist that when citizens are brought to policy making and implementation there ...

Modern public policy is characterized by the ‘participatory turn’ – a widespread expansion of ways and channels the citizens can influence policies with. The ongoing digitalization transformed these civic participation instruments into a new form, now called e-participation. Modern computational tasks are often required to not only guarantee predefined accuracy, but get the result fast. Optimizing calculations using floating point numbers, as opposed to integers, is a non-trivial task. For this reason, there is a need to explore new ways to improve such operations. This paper presents analysis and comparison of various floating ...
