The present article is devoted to history of budget legislation framed legal regulation of budget draft drawing up stage in pre-revolutionary, soviet and post-soviet periods. The author pays attention to low legal regulation of budget draft drawing up procedures problem. This problem is not new for Russian budget law. The author resumes that during the whole history of Russian budget law development we make a note of insufficient regulation budget draft drawing up by acts of legislation.
