The present paper set out to determine the contribution of the state, society, private companies, and individuals to child welfare. The research was based on materials of social state and public charitable organisations, local government bodies, Russian Orthodox Church, central and local periodicals. The author of the present paper analysed the areas, forms and scope of aid to child welfare in the Perm province in World War I. It was noted that under conditions of war new ways of the state social policy were developed along with the traditional ones: support to soldiers' families and refugees. It is highlighted that local governments (zemstvo) Ученые записки НТГСПИ. Серия: История и филология. 2021. № 4 55 were actively involved in coordinating the child support. The author showed that public charitable organizations and individuals began to play a leading role in the protection of childhood, which was obvious during the war, when there was a large number of people in need. Based on the research, it was concluded that in the wartime period there was the growing role of private initiatives in the field of child welfare.
