On 12 March 1922, Cardinal Gasparri and the plenipotentiary of the Bolshevik government, Vatslav Vorovsky, signed the agreement that would allow twelve Catholic religious figures to depart to provide aid to the Russian population. The humanitarian nature of the mission—which, as agreed with the Soviet government, was to have no religious aims—had multiple implications, both on a human and a diplomatic level.
