Российско-американские отношения в постбиполярном мире: от "стратегического партнерства" к новой холодной войне
This monograph examines Russian-American relations over the last third of the century – from the early 1990s to 2024. At that time, there was a steady degradation of Russian-American relations. If in the early 1990s, at the end of the first cold War and the entry of the Russian Federation into the international arena as an independent state, Moscow and Washington defined their relations as a "strategic partnership" (and some Russian leaders at that time even dreamed of a full-fledged alliance with the United States), now Cold War No. 2 is going on between our two countries. After the outbreak of hostilities in Ukraine in February 2022, the direct confrontation between the Russian Federation, on the one hand, and the United States and its NATO allies, on the other, became a reality.
The paper shows the reasons for the degradation of bilateral relations in a variety of areas – from control over strategic nuclear weapons to trade and economic ties between the two countries. Although there were significant differences between Moscow and Washington on various aspects of bilateral relations, the monograph argues that these differences would not have been insurmountable if there had been a respectful, equal dialogue aimed at solving these problems in Russian-American relations.
However, other trends have prevailed in Russian-American relations. The restoration of the Russian-American dialogue is possible only after the ideological confrontation ceases to determine the nature of relations between our two countries. As the experience of the first Cold War shows, such a transformation is possible – if the parties are ready to defend their interests in bilateral relations, not their ideals. And if Russia is ready to build relations with foreign countries on a pragmatic basis, then Washington has yet to restructure its foreign policy (and not only in the Russian direction) in the spirit of realism.
