Organizational Change: Effective Cancer Treatment through Multi-Center Cooperation
The paper analyses the effectiveness of the scenario analysis and modeling methods for solving the planning and operational control problems of in the processes of prevention and elimination of the causes and effects of man-made disasters, industrial catastrophes and emergencies. The scenario approach belongs to a class of object-oriented methods used to represent information about the state of a plant and an environment, which is necessary to generate control actions for the rescue measures and activities, as well as disaster management. The main feature discussed in this paper is a class of industrial safety management tasks based on the scenario approach which have to be developed as well as the general normative framework that allows to fundamentally change the approach to building models of an emergency. The research shows that in this case the procedure of forming the base model using a comprehensive analysis of existing technical regulations, norms and standards were quite effective. The results of modeling and scenario analysis of the processes, elimination of technological accidents consequences on transport infrastructure of metropolises are presented in the paper.
Nowadays, most of the people are suffering from the attack of chronic diseases because of their lifestyle, food habits, and reduction in physical activities. Diabetes is one of the most common chronic diseases being suffered by the people of all ages. As a result, the healthcare sector is generating extensive data containing huge volume, enormous velocity, and a vast variety of heterogeneous sources. In such scenario, scientific solutions offer to harness these massive, heterogeneous and complex datasets to obtain more meaningful information. Moreover, machine learning algorithms can play a tremendous part in creating a statistical prediction-based model. The aim of this paper is to identify the prevalence of diabetes related to long-term complications among patients with type-2 diabetes mellitus. The processing and statistical analysis require machine learning environment known as Scikit-Learn, Pandas for Python, and R-Studio for R. In this work, machine learning approaches such as decision tree, random forest for developing classification system-based prediction model to assess type-2 diabetes mellitus chronic diseases have been studied. Additionally, we have proposed an algorithm which is solely based on random forest and tried to detect the complicated areas of type-2 diabetes patients.

The article presents the problems and prospects of development of modern management in the sphere of formation of “great minds” through reform of State policies, with the aim of forming modern managers' integrated and adaptive thinking, namely such competencies as fast learning, self-awareness, the ability to feel comfortable in situations of uncertainty.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy.
