Industrial development in the CIS: re-industrualization trends and potential
The paper discusses how the russian labor market has been evolving over two decades of the transition. it starts with tracing key labor market indicators such as employment, unemployment, labor force participation, working hours, and real wages. Their dynamics indicate that the labor market tends to operate in a non-conventional fashion and far from the patterns expected initially. The authors argue that the current russian labor market represents a peculiar model that is different from what is observed in the rest of europe outside of the cis. having established this, they look at the institutional foundations that make this unconventional performance possible and proceed with discussing political economy and welfare implications. The findings are compared with the experience of other post-socialist countries.
The article is devoted to the trends and determinants of the transformation of Russian regions' industrial specialization during the period of economic growth. Using the methodology of statistic and econometric analysis it is tested whether the tendency of diversification dominates the tendency of regions’ industrial specialization in 1997-2004 and whether there is a convergence of Russian regions' industrial structures. The considered factors of industries' development in a particular location include the initial industrial structure, inter- and intraregional technologic links between industries, quality of investment climate, R&D potential, international competition.
This paper investigates the language situation in Moscow schools with an ethnocultural component – a new form of national schools. The analysis is based on interviews which were recorded in 2007, in two Moscow schools, one of them with Armenian ethno-cultural component, and the other, with Azeri. The sample included ten students from each school (five boys and five girls).
In the paper the process of linguistic integration of Azeri and Armenian children into modern Russian society is analyzed. The comparison between these two groups is particularly appealing, because the effects of Soviet Russification, and the language situations in general, were different in Armenia and in Azerbaijan. I show that this difference influences the use of language by Azeri and Armenian children.
Among key problems of strategic development of the Russian Federation – a gain of the advanced positions in a global competition, an exit on standards of a life of the developed countries. Methods of achievement of the proclaimed priorities among which predominate an emphasis on realisation of innovations and optimisation of use of regional and human potentials are defined also. It means also working out of essentially new domestic industrial policy which main objective – stimulation of transition of a national economy on the way of development allowing a science and hi-tech sectors of the industry to become by the locomotive of economic growth, to provide adequate conditions for development for industrial sector of economy. Many questions concerning a theme of research carried out in the given collection, successfully dare in the European countries. Therefore studying a positive European experience important for decrease in vulnerability of domestic economy in the face of many global problems. These problems demand today adequate reactions at level of an industrial policy, start of new industrial strategy. In this work it is a lot of the specific proposals directed on the further development of the Russian industry. Authors have formulated both new tactical and strategic ideas, not ordinary decisions for achievement of leadership in the field in the future.
In this paper the public-private wage gap is estimated by means both of the OLS and the quantile regression, which will provide a more complex picture of the distribution of the public-private sector wage gap. The author finds the existence of significant public-private wage gap (about 30%) considering both observable and unobservable characteristics of workers and jobs. Using the decomposition based on quantile regression helps to answer the question about the nature of the wage differences. The author comes to the conclusion that the main reason for the gap is the institutional mechanisms of public sector wages in Russia. The analysis is based on the data from Russian Longitudinal Monitoring Survey (RLMS-HSE) 2000-2010.

In the article the international experience of management of employment in the public sector is shown, corresponding numerical calculations are given, the thought on possibility of its use in Russia is stated. The author believes that transfer of some functions into outsourcing in frameworks of the policy of the new public management (NPM) can be one of directions of perfection of the management of employment efficiency and payment in the public sector. Simultaneously he expresses his conviction that reduction of the number of the occupied should not be mechanical, but the thought over and gradual process assuming simultaneous increase of efficiency of activity in the sphere of the public management.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
