Two Concepts of Place Competition and Specificity of Targeting in Place Marketing
We propose a novel method for efficient target audience augmentation in programmatic digital advertising. This method utilizes a novel ParGenFS algorithm for most adequate generalization in taxonomies which was developed by the authors in a joint work. The ParGenFS extends user segments by parsimoniously lifting them off-line as a fuzzy set over IAB content taxonomy into a higher rank ‘head subject’. This algorithm was initially intended as an intelligent information retrieval tool. Here it is applied to a very different task of targeted advertisement as an effective tool for augmenting audiences.
New Holland Island is a remarkable quarter in St. Petersburg not only for its central location and historical roots (it was created in 1720), but also for the fact that it has recently been given a new life in urban contexts. This paper seeks to explain the surprising decline in Russian President Vladimir Putin's approval rating in 2011. During the previous 10 years, Putin's rating had correlated closely with Russians' perceptions of the state of the economy. Yet the fall in his approval – from 79% in December 2010 to 63% a year later – occurred despite roughly stable economic perceptions. Comparing Levada Center polls from late 2010 and 2011, the paper explores both who (what types of respondents) grew disenchanted with Putin, and why(what issues or grievances prompted this switch). It finds that (a) the fall in support for the Kremlin – although faster among members of the “creative class,” women, the rich, and residents of provincial cities – was broad-based, occurring among all social groups examined; (b) attitudes toward immigration, the West, and Russia's international status, as well as assessments of public service quality, changed little during 2011; (c) Putin's declining popularity most likely reflected stronger – not weaker – economic concerns; although the proportion judging economic performance to be poor did not increase, those who saw economic weakness became much less supportive of the Kremlin. Russians appear to have increasingly blamed their political leaders for unsatisfactory economic and political outcomes.
One of the basic principles of successful place marketing and branding is the thoughtful analysis of target groups needs and preferences. Many authors show favour to the city residents as the core target group. The residents may also be segmented into the smaller groups, and in some cases successful strategies are targeted to the needs of this very specific group of citizens. One of such groups – the so-called creative class – became very popular among practitioners as a primary target group for place marketing and branding. The purpose of the paper is to compare creative and non-creative class in terms of their preferences of particular attributes, which describe a city as a whole.
The scientific novelty of the author's approach is that foresight is regarded as a technology development and monitoring the implementation of the most important documents of strategic planning of urban development. The theoretical basis of the methodology defined by the concept of creative foresight of the city and smart city, allowing to characterize the urban space from the point of view of building a post-industrial development. Proposals to improve the functioning of the system of strategic planning of St. Petersburg, including - the recommendation to expand the panel of experts through the inclusion of a number of groups of representatives of creative and smart dimensions of the urban environment

The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
This work looks at a model of spatial election competition with two candidates who can spend effort in order to increase their popularity through advertisement. It is shown that under certain condition the political programs of the candidates will be different. The work derives the comparative statics of equilibrium policy platform and campaign spending with respect the distribution of voter policy preferences and the proportionality of the electoral system. In particular, it is whown that the equilibrium does not exist if the policy preferences are distributed over too narrow an interval.
The article examines "regulatory requirements" as a subject of state control over business in Russia. The author deliberately does not use the term "the rule of law". The article states that a set of requirements for business is wider than the legislative regulation.
First, the article analyzes the regulatory nature of the requirements, especially in the technical field. The requirements are considered in relation to the rule of law. The article explores approaches to the definition of regulatory requirements in Russian legal science. The author analyzes legislation definitions for a set of requirements for business. The author concludes that regulatory requirements are not always identical to the rule of law. Regulatory requirements are a set of obligatory requirements for entrepreneurs’ economic activity. Validation failure leads to negative consequences.
Second, the article analyzes the problems of the regulatory requirements in practice. Lack of information about the requirements, their irrelevance and inconsistency are problems of the regulatory requirements in Russia.
Many requirements regulating economic activity are not compatible with the current development level of science and technology. The problems are analyzed on the basis of the Russian judicial practice and annual monitoring reports by Higher School of Economics.
Finally, the author provides an approach to the possible solution of the regulatory requirements’ problem. The author proposes to create a nationwide Internet portal about regulatory requirements. The portal should contain full information about all regulatory requirements. The author recommends extending moratorium on the use of the requirements adopted by the bodies and organizations of the former USSR government.
