Two Concepts of Place Competition and Specificity of Targeting in Place Marketing
New Holland Island is a remarkable quarter in St. Petersburg not only for its central location and historical roots (it was created in 1720), but also for the fact that it has recently been given a new life in urban contexts. The story of New Holland is a story of transformation from ship-building constructions to perfect space for in-door and open-air cultural activities – with lawns and sun beds, leisure areas for adults and children, and residential areas for artists. One of the main features of the project is private ownership meaning that regeneration development strategy is formed by an investor.
This paper seeks to explain the surprising decline in Russian President Vladimir Putin's approval rating in 2011. During the previous 10 years, Putin's rating had correlated closely with Russians' perceptions of the state of the economy. Yet the fall in his approval – from 79% in December 2010 to 63% a year later – occurred despite roughly stable economic perceptions. Comparing Levada Center polls from late 2010 and 2011, the paper explores both who (what types of respondents) grew disenchanted with Putin, and why(what issues or grievances prompted this switch). It finds that (a) the fall in support for the Kremlin – although faster among members of the “creative class,” women, the rich, and residents of provincial cities – was broad-based, occurring among all social groups examined; (b) attitudes toward immigration, the West, and Russia's international status, as well as assessments of public service quality, changed little during 2011; (c) Putin's declining popularity most likely reflected stronger – not weaker – economic concerns; although the proportion judging economic performance to be poor did not increase, those who saw economic weakness became much less supportive of the Kremlin. Russians appear to have increasingly blamed their political leaders for unsatisfactory economic and political outcomes.
One of the basic principles of successful place marketing and branding is the thoughtful analysis of target groups needs and preferences. Many authors show favour to the city residents as the core target group. The residents may also be segmented into the smaller groups, and in some cases successful strategies are targeted to the needs of this very specific group of citizens. One of such groups – the so-called creative class – became very popular among practitioners as a primary target group for place marketing and branding. The purpose of the paper is to compare creative and non-creative class in terms of their preferences of particular attributes, which describe a city as a whole.
The scientific novelty of the author's approach is that foresight is regarded as a technology development and monitoring the implementation of the most important documents of strategic planning of urban development. The theoretical basis of the methodology defined by the concept of creative foresight of the city and smart city, allowing to characterize the urban space from the point of view of building a post-industrial development. Proposals to improve the functioning of the system of strategic planning of St. Petersburg, including - the recommendation to expand the panel of experts through the inclusion of a number of groups of representatives of creative and smart dimensions of the urban environment

One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
Purpose - The purpose of the research is to find out how projects of place development can be implemented in the framework of centralized public governance and antipathy of the host local communities weakening economic motivation in place management. Design/methodology/approach – First, descriptive data on interactions between organizers of three Russian event projects and their five host communities was gathered from secondary sources. Then the data was conceptualized in terms of benefits of new and existing place users embodied in categories “value proposition” and “established place use” respectively and compared for each case under investigation. Finally, activities of local stakeholders towards projects, on one hand, and activities of project organizers towards local communities, on the other, were systematized.Originality/value – Comparison of the value proposition of place development project with the established way of place use and further analysis of stakeholder activities regarding the project allow place stakeholders to choose relevant techniques for interaction when implementing the project. This paper offers important insights into user competition driven by simultaneous product use and interprets concepts of welfarism and paternalism for place management and development.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
The Working Paper examines the peculiarities of the Russian model of corporate governance and control in the banking sector. The study relies upon theoretical as well as applied research of corporate governance in Russian commercial banks featuring different forms of ownership. We focus on real interests of all stakeholders, namely bank and stock market regulators, bank owners, investors, top managers and other insiders. The Anglo-American concept of corporate governance, based on agency theory and implying outside investors’ control over banks through stock market, is found to bear limited relevance. We suggest some ways of overcoming the gap between formal institutions of governance and the real life.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
