«Road maps» is a new instrument in the practice of managing the public sector. For the managers in education system roadmaps appeared as a tool for implementation of Decrees of the President of the Russian Federation of may 7, 2012, №597, 599 and for implementation of state program of the Russian Federation «Development of education» for 2013-2020. In article offers the basic principles of drawing up road maps and it is include the generalization of experience of development roadmaps in the education sector, which were prepared by the Governments of Russian regions.
The majority of studies, devoted to the problem of the Russian civil society development, is based on tactful (nonquantitative) methods or on general public opinion sweeps. Sometimes they use aggregate models of the civil society condition. Both of assessments are of some theoretical interest, but they are rarely useful during the decision making at country or region level. Therefore we have made effects to develop tools for assessing important aspects of the civil society and public affairs. In the article one can find the effects of applying these tools in 2009.
