This publication contains materials of the scientific conference on "The constitutional theory and practice of public authorities: patterns and deviations", held in April 2015 at the initiative of the Department of Constitutional and Municipal Law at the Faculty of Moscow State University Lomonosov.

This article describes the main steps of the analysis of financial-economic activity of autonomous institutions. On the example of consolidated report on execution of the Plan of financial-economic activity the conclusions and suggestions for improving the activity and achievement of the planned indicators are considered. Proposals to change the basic structure of the reporting forms of an autonomous institutions are formulated.
The article analyses various aspects of impact that elections produce on political institutions. In includes “ritual” function of elections which produce a political nation, legitimation of all political institutions and professional political class. Another function is representation of citizens in the political domain by virtue of intermediary political institutions. Yet another, is building a system of checks and balances and conflict management. Besides, the article discusses the problem of accountability of elected officials and the phenomenon of modern populism and other new trends in relations between parties and voters. The concluding chapter briefly touches upon the specific features and effects of elections in the Russian political system.
The subject of the 10th International Conference attracted attention of a large number of participants.
