This paper reports the findings of an all-Russian cross-sectional representative survey (N=1600) that was carried out by HSE in 2011. It investigates money management in Russian families. Pooling is the most common money management style, however, the choice of budget management system does not fully account for financial control and power in the household. The regression results show that main determinants for choosing a budget management system are per capita household income, respondents’ gender, wives’ education, marital age, and the budget management system in the parental family. Moreover, the interaction between the parental budget management system and current practice of budgeting in the respondent's family varies between men and women. Among those respondents who repeat the budget management system in their parents family men are more likely to choose the male dominated system, while women are more likely to choose the female dominated system, or pooling system.

This paper provides an analysis of the labor supply of Russian people in pensionable age. It aims to answer two questions: (1) whether bad health is an important limitation for labor activity and (2) whether a greater pension benefit could be a stimulus for delayed retirement. This is an empirical work based on data of the Russia Longitudinal Monitoring Survey - Higher School of Economics (RLMS-HSE) from 2000-2010. Findings suggest that the most important factor of labor supply is income, and it is more significant for people with higher education. Bad health contributes to leaving the labor force, but the effect is smaller than income’. Some policy implications are also suggested based on the empirical results of the study

Rising life expectancy and an aging population highlight the need for appropriate government policies to transform of the role of the elderly from a dependent part of the population to an economically active one. This paper aims to measure active aging of the elderly in Russia. We review definitions of active aging and base our research on the concept of the World Health Organization. Active aging is characterized by three components: health, participation, and security. We select indicators for these components and aggregate them into three sub-indexes which become the outcome index of active aging. As a result, the sample is divided into two groups of elderly people in Russia, “actively aging” and “inactively aging”. The empirical research is based on the Study of Global Ageing and Adult Health (SAGE). Our findings show that 70% of the elderly population are at the intersection of “health” and “participation in social activities”; 61,2% between “health” and “security”; 73,5% between “security” and “participation in social activities”. Overall, 58,5% of Russian senior citizens meet all three criteria of active aging, thus creating a great challenge for policy response.
