The experience of Western democracies shows that the study of public opinion is becoming increasingly popular within the new political economy in making important strategic decisions at the state level. The article attempts a scientific analysis of the role of public opinion in shaping social policy. The results of U.S. studies suggest that social policy in the United States not only coincides with the demands of the population, but also largely shaped by public opinion.
Problems of strengthening of law and order and criminality counteraction are regarded from an unordinary point of view. It includes the following parts: 1. State power, law and order and criminality counteraction as an indivisible complex of problems. 2. Measures of esthetic character. 3. Measures of rational character. 4. Measures of orientation character.
The author studies the origins and meaning of three elements which constituted an official address of nobles to the ruler in Russia in the 16-17th centuries: the title gosudar’, self-definition holop and the ritual of chelobit’e (“beating the head”). He concludes that all of them formed on the base of Old-Russian traditions, though influenced by foreign notions and practices.
