Access to the results of fundamental and applied scientific research, to the best practices of leading industries and the possibility of their operational use is a strategic resource for further development of productive forces, increasing the level of business activity and business culture in an emerging multipolar world with increasing international competi- tion for influence, resources and sales markets. The success of the economy is impossible without the participation of human capital, the personality of a person, the expansion and deepening of his knowledge, competencies and creativity. It is shown that the formation of a modern humanitarian space, of which regional scientific and technical information systems are a part, including professional monitoring, accumulation, processing and transmission of reliable data to diverse users with the active use of the latest means of communication and promotion methods, represents a huge layer of problems requiring new scientifically based approaches. The practical result should be the achievement of the goals of sustainable deve- lopment of the state.
