The article analyzes word-formation and lexical means of forming negative evaluation, which are used for speech manipulation in media text. The article considers new formations with an explicit evaluation, which implements the method of "hanging labels", as well as formations with implicit evaluativeness as a means of forming evaluative metaphors and irony.
The article is based on the legal arguments presented by the author in the Constitutional Court in legal hearings on the case on complience of the judical practice on election rights with the art. 46 of the Russian Constitution, which guarantees everyone the right to jurdicial protection of rights and freedoms. The author represented one of the applicants in this case. The Court found that the judicial practice was contrary to the Constitution.
Linguistic expertise of conflict media text is complicated by the absence of a common terminological basis valid both for philology and law. The notion of value, or evaluating judgement is disputable from positions of semantics although it is used in the European Court for Human Rights as well as in the Supreme Court of Russian Federation. Clear distinction between evaluation and subjective modality apparently would allow oblaining more specific results of expertise.

This article gives an account of the international symposium «Norms and Normative Systems in Philosophy, Law, and Informatics — 2011», the authors describe the most important aspects of the symposium and summarize the key points of the main presentations made at the symposium.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
