This is a comparative international study of thr patterns od planning in local governments. WEhile strategic planning has been a field of interest for public management and administrative science for over half a century there are very few cross-national studies of the specifics of planning in local governmenets. The book analyses the planning activities of local authorities in 7 diverse countries: France, Hungary, Romania, Russia, Spain, Turkey and USA. Altough theoretical models of strategic planning are used, the book's findings point to a very diverse and interesting environment with cultural, political and legal factors playing a significant role in shaping how planning is done in each country.
The question was raised about methods of empirical verification for various technologies of strategic planning on the local level. The preliminary results of the case studies were examined that described the long-term consequences of strategic planning on the municipal level. The strong connection between the influence of the strategic plan on socio-economic development and the stability of the authority was shown.
This essay aims to introduce horizon scanning as an approach fundamental to most foresight studies. It combines a general review of the topic with an overview of a range of horizon-scanning approaches that are in use in the UK health system. Different approaches – shorter as well as longer-term, searching as well as broad scanning – are appropriate in different circumstances. In times of systemic change it is necessary to combine approaches of all types. Only a small sample of the huge range of horizon-scanning exercises has been studied, and the essay has not gone far into the question of how horizon-scanning relates to other elements of the foresight process. The implication is that horizon-scanning should be undertaken on a routine basis, and should be integrated into planning activities from the start. Horizon-scanning is a tool needed in activities such as planning for the workforce, and for health and safety issues. The essay covers a wide range of activities with real-life illustrations in addition to overall assessment.

The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
