This article is an attempt to highlight the issues, associated with a latency of crimes under Art. 170 of the Criminal Code of the Russian Federation, and to propose mechanisms to detect these criminal violations. The author analyzes the reasons hindering the identification of the crimes, described in the article. In the present article also discusses the features of investigative jurisdiction of a crime under Art. 170 of the Criminal Code of the Russian Federation, which may also influence the degree of latency of this crime.
Modern datacenters are increasingly required to deal with latency-sensitive applications. A major question here is how to represent latency in desired objectives. Incorporation of multiple traffic characteristics (e.g., packet values and required processing requirements) significantly increases the complexity of buffer management policies. In this work, we consider weighted throughput optimization (total transmitted value) in the setting where every incoming packet is branded with intrinsic value, required processing, and slack (an offset from the arrival time when a packet should be transmitted), and the buffer is unbounded but effectively bounded by slacks. The main result is a 3-competitive algorithm as the slack-to-work ratio increases. Our results supported by a comprehensive evaluation study on CAIDA network traces.
In this work, in order of development of the previously proposed decision support system to counteract the development of infectious diseases (DSS «CDID») it is proposed evolutionary model (EM), that extends the capabilities of forecast – analytical studies on the spread of infectious disease processes for individual cities and areas of the country as a whole, as well as early assessment of ways solutions to the problems of prophylaxis and therapy in the study territories.
There are shown situations when such ordinary things as a shop, a workshop, an insurance company, a long distance train, a clinic, a hospital, a stage scenery, some sport activity or military service, unfavorable ecologic or informational situations further the dependant condition of a person, in the article. Besides such person experiences not only psychological of physical discomfort, but such emotions, that ruin its nature, change the behavior, touch the soul, restrain the psyche, perturb the heart, the whole body. There are made several propositions of freedom infringement counteraction concerning every kind of exploitation, including the criminal law resistance to it.
There are analyzed the encountered in the title kinds of exploitation, uncovered its social danger and given the criminal legal characteristics, pointed out the ways of counteraction in the article. The author substantiates the conclusions concerning the freedom from such kinds of exploitation and the measures of combating encroachments on this freedom. There is shown the significance of the civil society institutions for the relevant areas of penal policy.
Recently, low message delay becomes more and more important. It allows the implementation of new applications and services interacting in almost real time that was impossible before. A requirement of low message delay now is a part of many communication standards such as 5G and recommendation papers of future standards such as Tactile Internet proposed by ITU-T. In this research, we perform an efficiency estimation of the transport coding for packets with an exponentially distributed delay. We consider a traffic model that is critical to message delay, and an influence of the transport coding on such traffic types and on the message delay jitter. Our research shows that the transport coding can be used not only for decreasing the average message delay but for decreasing the message delay jitter

The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
