This article examines the implementation of the reform of the territorial organization of local self-government. The author comes to the conclusion that practice often does not comply with the legislation. This phenomenon, however, can be both positive and negative. The author supports his point of view by examples from his field research conducted in different municipalities of Russia.
This article considers local self-government bodies and three models of correlation between these bodies stipulated in the Russian legislation. Advantages and disadvantages of each model are discussed. The current mechanisms of local self-government bodies' interaction and related problems are illustrated on the example of specific urban districts.
