Developing trade and investment cooperation with a country that builds its economic strategy on economic autarchy, and in the face of unprecedented international sanctions, is a difficult task. Dialogue with North Korea should begin with, but not be limited to, the humanitarian supplies that are in demand here. Without concrete measures to restore trade and economic ties, which primarily involve the return of North Korean workers to Russian territory and the creation of a special "anti-sanctions" jurisdiction in the area bordering North Korea and China, it will be very difficult to maintain, let alone strengthen Russia's position on the Korean Peninsula, and not only in its northern part.
