The futility of regulatory legal regulation is proved with the insufficiency of law enforcement officers who are able to implement the created legal structures in accordance with the intent of the rulemakers. The problems of legal education are an objective factor in limiting legal regulation, which is dissolved by unqualified law enforcement. Since unqualified individual legal regulation blocks regulatory regulation, the resource approach is relevant, according to which the creation of legal norms should be correlated with the determination of the number of law enforcement officers who are able to implement them in exact accordance with the will of the rule-maker according to the legal constructions developed by him.
