The digital development of public spheres of the modern state is one of the fundamental modernization directions. In the Russian Federation there is a gradual implementation of the strategic goals of the information society development. The author considers such an element of the digitalization process as a digital educational environment. Amendments to the Constitution of the Russian Federation affected the delineation of powers between the federation and her subjects in the education. The article offers to consider the digital educational environment as one of the mechanisms for implementing the constitutional provision of a unified legal basis for the education system.
