Пограничный корректирующий механизм ЕС как фактор влияния на внешнеэкономическую деятельность РФ
The paper examines the impact of the environmental agenda on global trade processes, including the area of rulemaking, on the example of the influence of EU Carbon Border Tax on Russian external economic activity. It is suggested that such restrictions become a harbinger of a new global economic reality, since the transition of the rule-making initiative in the field of green economy to European states, which is not formally prohibited by the WTO rules, presents an opportunity for the development of protectionism and the introduction of barriers for goods produced not in accordance with environmental standards. Possible threats to the introduction of the EU carbon tax for Russia, whose industry is characterized by a high level of carbon intensity, are investigated, among which the loss of both European trading partners and Asian markets are noted. The article notes the inevitability of the negative impact of the environmental agenda on the sustainable development of Russia in the short term, as well as the long-term benefits of restructuring the economic model. This study examines the context and possible scenarios for the implementation of the EU Carbon Border Tax and suggests measures to improve energy efficiency and competitiveness of Russian exporters, considering the current context of decarbonization in Russia
Trade restrictions on the way to “green” economy: a survival tool or a new protectionism The article considered the new risks of controls in national and international trade that affect the conditions of access of goods to national markets and the development of protectionism. The authors argue that the international community developed mechanisms to protect the environment need to be improved in the direction of a more “sophisticated” regulation, providing flexibility and the redistribution of resources, as well as taking into account new forms of organization of production and trade, provided consistency with existing principles of multilateral trade regulation.
This article presents a Ricardian model of trade with learning-by-doing to study the effect of barriers to trade in products with low growth potential on the long-run economic growth. The model shows that, when elasticity of demand for the product with a lower learning potential is lower than unitary, a reduction in the tariff imposed on this product, may shift the demand toward the product with a higher learning potential, thus enhancing economic growth in the exporter economy. Therefore, the current trend of reduction in tariffs on agricultural exports not only generates a positive welfare effect in the short run, but may similarly be beneficial for developing economies in the long run, since it also increases their incentive to develop sectors with higher growth potential
This article assesses the level of openness of Russian economy. It is shown that the open-ness indicators used in the Concept of Long-term Social and Economic Development of the Russian Federation differ from those employed by international organisations. The present research analyses both the intensity of Russian trade in terms of its gross domestic product and the relative strength of import penetration in Russia. Methodological differences determine the differences in the analysis results.
The author analysis positions of Russia in World trade, as well as in the WTO and regional trade agreements. The main focus is on challanges Russia to face in connection with changes taking place in the Multilateral trading system, emerging Megaregional trade agreements and progres of the Global value chains.
The coronavirus pandemic (SARS-CoV-2 or COVID-19, 2019nCoV), which, according to the Chinese office of the World Health Organization (WHO), began to spread from Wuhan no later than December 2019, now has secured its place among global security challenges. Scientists are trying to develop a vaccine against the 2019-nCoV virus, and WHO is helping them. According to the Nature magazine, in April 2020, more than 90 vaccines against SARS-CoV-2 were in the development of a number of pharmaceutical companies (for example, Moderna, Pfizer, Johnson & Johnson, GlaxoSmithKline) and research groups at universities around the world. Researchers tested various technologies, some of which had not previously been used in licensed vaccines. In this paper, we will try to outline some trends in the fight against the pandemic within the countries of the Iberian Peninsula, special attention will be paid to information coverage of this process and misinformation (fake news phenomenon)
This study analyzes the effects of reducing trade barriers in the context of the objectives of competition policy. Separate chapters are devoted to the assessment of the height of Russian trade barriers, the analysis of the impact of international trade on domestic prices and concentration of production.
The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
