The paper studies the development of the intellectual property institution in the Russian Federation at the present stage. The purpose of the study is to assess the current state of the Institute of Intellectual Property (IP) in the Russian Federation on the background of developed countries and the prospects for its improvement in order to implement innovative development and unlock the country's socio-economic potential. The results of the study. The dynamics of the development of the Institute of Intellectual Property in recent years is analyzed, and international comparisons are made. It is shown that for a number of indicators in 2019, negative dynamics were recorded, and against the background of the leading countries in patent activity, Russia still occupies an inappropriate place. A
number of factors have been identified that impede the development of the institution of intellectual property in the country, the main of which is the lack of material incentives and the lack of an IP management system at all levels: from microenterprises to macroeconomic ones. The necessity of adopting the National Strategy of the Institute of IP is justified, given the positive experience of its use in many technically and technologically developed countries of the world. The article concludes that the development of the intellectual property institution does not follow the planned scenario, as evidenced by the negative dynamics in a number of criteria, and the accelerated adoption of the National Strategy, the draft of which was presented in 2019, can contribute to its further sustainable development.
