Институты управления и самоуправления на местном уровне: вариативный подход (на примере Канады)
In this article, the peculiarities of variational approach to local issues management are considered, involving the replacement of traditional municipal institutions or their coexistence with other forms of self-government and local administration. Analyzing the relevant experience of Canada, the author identifies four institutions of local issues management: municipal governance and administration through specialized bodies, generally attributed to local self-government; state administration, as well as self-government of the indigenous peoples of Canada. The author maintains that although Canadian experience is largely determined by the specifics of corporate model of local government, the idea of different mechanisms combination in local issues management may be of interest in Russian conditions of municipal development.
