The contradictory nature of lifelong learning in the post-transition Russia

The Journal of Comparative Economic Studies . 2019. Vol. 14. No. 4. P. 19–50.
Anikin V. A.

The literature tends to neglect the role of individuals in formal skills training in Russia during the period of economic growth between 2001 and 2014. The present study addresses this oversight. Although to a certain extent, studies have associated the prosperous years of recent economic growth in Russia with training, they have not considered that the Russian population insisted on better qualifications. The present study shows that such insistence came primarily from skilled non-manual workers who resided in cities, worked more than eight hours per day, had second jobs, and were in great demand by organizations. Drawing on the panel data of the Russian Longitudinal Monitoring
Survey—Higher School of Economics, we argue that individual heterogeneity over the period of economic growth between 2001 and 2014 in Russia significantly contributed to the unobserved variation in training and cannot be ignored in applied socioeconomic studies of human capital. After accounting for important within- and between-person characteristics, we find that 26% of the variation in training during the studied years is attributable to the unobserved characteristics of individuals and 7% to jobs, whereas only 0.2% is accounted for by the time trend. We use multilevel longitudinal probit models with cross-classifications to partition the variation in skills training into individual and job-specific levels in the context of Russia’s recent economic growth. Our results show that in some knowledge-based societies, lifetime learning may slightly be a function of the years of economic prosperity and more likely based on the unobserved individual traits.

Kapeliushnikov R., / Высшая школа экономики. Серия WP3 "Проблемы рынка труда". 2026. № WP3/2026/02.
The paper is the first attempt in the Russian literature to assess returns to platform employment in the Russian labor market. The theory offers no clear predictions regarding its impact on workers’ earnings: there might be both a premium and a penalty. We distinguish three groups of workers: employees; self-employed using internet-platforms; self-employed not using ...

Integrating grazing intensity regulation and livestock mobility restoration: A practical test for China’s next-generation rangeland policies
Li A., Agriculture, Ecosystems and Environment 2026 Vol. 412 Article 110676
Rangeland degradation is a global environmental challenge; however, intense debate persists between equilibrium (focused on the negative effects of grazing intensity) and non-equilibrium (emphasizing livestock mobility for adapting to climate variability) theories in rangeland ecology. In recent years, an integrative theory advocating the “coexistence of equilibrium and non-equilibrium” has emerged to reconcile this debate. However, ...

Vague stimulating ideas, images and metaphors in scientific thinking: researchers' work with horizons of unclear knowledge
Poddiakov A., / Series Social Science Research Network "Social Science Research Network". 2026. No. 7437658.
Clarity of knowledge and reasoning is necessary in many cases. Yet vagueness in scientific thinking related to surprise, curiosity, "ability to engage with not-knowing" (de Freitas) and abductive reasoning is also a crucially important source of scientific creativity which supplements combinatorial logic when dealing with the already known. Starting from studies by C. S. Peirce ...
