Advanced text-mining for trend analysis of Russia’s Extractive Industries
The world economy relies on access to industrial metals, oil and gas for maintaining its
critical industrial infrastructure. Although demand is likely to remain high, the most
accessible deposits have been depleted. Future capacity growth will be facilitated
through further technological developments. Therefore, Russia as a leading producer,
is paying great attention to strengthening its competitive edge in global markets. This
paper reports on a large-scale technology foresight study of the Russian extractive
sector (including oil and gas), which combined expert-based foresight activities with
statistical analyses and text-mining techniques based on artificial intelligence and
machine learning technologies. The presented methodology helped to link the
technologies to dominant discussions (e.g. climate change vs rural development) and
to flag most suitable partner organisations. Furthermore, quantitative estimates could
be quickly identified. The study’s methodology should function as an example for
similar studies to support policy planning and investment decisions based on textmining

This article presents the results of research into the evolution of Russia’s science and technology priorities in information and communication technologies (ICT) based on a system founded on detailed and carefully studied profiles for sectoral critical technologies supplemented by quantitative statistics on the development of the information society in Russia. An important aspect in support of this approach is regular large-scale processes to update the profiles of sectoral critical technologies (on average once every 5 years) and to conduct statistical observations in ICT (once every year). The involvement in this process of updating critical technologies of large (500 or more) numbers of sectoral experts representing industry leaders, research and educational institutions, core ministries and regulatory bodies guarantees a comprehensive cross-section in researching and profiling critical technologies in different important areas: science, production, and government administration.
This paper aims to present a retrospective analysis of the experience gained in the course of 20 years’ history of S&T priority setting and critical technologies’ identification, in terms of expected and actually achieved effects and lessons learned.
The methodology is based on analysing project documentation and reports, as well as on interviewing project team members. Each project’s effects are evaluated in terms of the six key foresight functions.
The key factors affecting success of priority S&T areas and critical technologies’ selection and implementation have been identified. They include focusing on practical implementation, linking S&T with socio-economic goals, combining thematic priorities with infrastructural and functional ones, as well as integrating priority selection in the S&T policy process.
Research limitations implications
The task of evaluating priority setting exercises over a long period requires a substantial information base to provide a comprehensive comparative analysis. The projects considered in the paper also need to be analysed in a context of socio-economic development.
The lessons learned presented in the paper could contribute to further development of approaches to selecting science and technology priorities and critical technologies, and their more efficient implementation.
Priority setting has significant influence on policymaking and decision-making at the national and industry level. The evaluation of a unique 20-year experience provides substantial information and practical hints for further increasing efficacy of this instrument.

The author analyzes the relevant aspects of the competitive position of Russia in the global economy in the context of changes in the last 20 years. Focuses on the problems of reducing dependence on commodity exports, modernization, improving the investment climate, increase productivity, as well as reasons for the growth of external threats, including the imposition of economic sanctions and other limitations of Russia's participation in the international division of labor and the internationalization process. The article emphasizes the fundamental importance of moral guidelines in the economy.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
