Initial Coin Offering (ICO) is a new method of funds attraction by IT-projects that became especially popular in 2017—2018. Despite the decrease in the number of projects by 2019, the interest to ICO method is still high. Since, currently, methodological principles of initial coin offering are still insufficiently presented in scientific literature, the aim of the present article is to provide the general methodology for conducting initial coin offering, in the form of detailed description of its key steps. Primarily, in order to achieve the goals in the process of article preparation, the analysis of published scientific works in the scope of ICO was undertaken. Thereafter, blockchain projects having implemented ICO in the period from January 2013 to March 2019 were analyzed — both successful and high-quality ones, and failed ones. Among the analyzed projects there are: Mastercoin, Etherium, Waves, NEO, Nem, EOS,Stratis, Golos, Gnosis, Tron, KICKICO, Enigma, BitTorrent, TheDao, Tezos, CoinDash, OneCoin, Tithecoin, Nodio, SilberPfeil, Tingo and others. The result of the analysis is this article, where, based on ICO success criteria, confirmed by empirical research, and actual experience of the projects analyzed, the sequence of steps and actions, forming the basis of any ICO-campaign is provided. Moreover, the article provides specific practical recommendations that prevent
possible errors on every step of initial coin offering implantation. The results obtained fill the gap in theoretical research on ICO methodology, and, furthermore can be useful at ICO organization in actuality of the market in 2019.
XVI International Symposium "Problems of Redundancy in Information and Control Systems" is the conference that covers a wide area of aspects of information and communication systems. The main goal of the Symposium foundation is the reinforcement of cooperation between the representatives of various scientific schools, a possibility for the participants to get awareness of the latest scientific and technical achievements and sharing their experience with colleagues. The covered topics include but not limited to information and coding theory, telecommunication protocols, internet of things systems, machine learning, data security, blockchain.
This article describes the results of sociological research on estimation of condition and development prospects of federalism in Russia, which was conducted by ZIRCON Research Group in January - May 2011. The opinion of population and elite groups of four regions about the foundations of Russian federalism development, administrative-territorial system of the Russian Federation and its principles, relations between subjects-regions and federative centre is presented. The results of the research indicate that at the moment a request for political and administrative autonomy of the subjects of the Federation is not obviously formulated by either citizens or regional elite groups. Regional identity is not a common phenomenon. The authors mark out necessary factors of federalism development: expansion of economic self-dependence of regions, existence of ethno-national or regional identity of citizens, democratization and decentralization.
This report analyzes the architecture of fiscal decentralization in one hundred and ten countries as well as in major metropolitan areas. In the majority of these countries, local authorities are taking on more and more responsibilities for public investment and the provision of services that are essential for both economic development and the well being of their citizens. If increasing fiscal decentralization has been a global trend in recent decades, there are significant variations across and within regions and countries. Local budgets make up on average 25% of public expenditure in the countries of the European Union but less than 5% in many developing countries. Decentralization in terms of revenue and expenditure autonomy has also increased, however this has been uneven across countries and has seen greater advances in expenditure than in revenues, where sources remain limited and uncertain, especially for small and middle size cities. With accelerating urbanization and important shifts in the global context (climate change, increasing risk of natural disaster, migration, and demographic changes among others), current funding levels are insufficient for local governments to respond to the urbanization of poverty, growing investment requirements and other pressing needs. The economic and financial crisis that began in 2008 only worsened the situation. This book identifies universal challenges facing local government finance, as well as those more regional and country specific. Some of the most common are inadequate sources of revenue, unpredictable transfers and grants, excessive higher-level budget controls, and unfunded mandates. In addition to analyzing these challenges and opportunities, the report proposes recommendations to strengthen the fiscal role and performance of local governments around the world.
This book constitutes the contributions presented at the Blockchain Forum and the Central and Eastern Europe Forum (CEE Forum) held at the 17th International Conference on Business Process Management, BPM 2019, which took place in Vienna, Austria, in September 2019.
The Blockchain Forum deals with the use of blockchain for collaborative information systems. Conceptual, technical and application-oriented contributions are pursued within the scope of this theme. The Blockchain Forum received a total of 31 submissions; 10 full and 1 short paper were accepted for publication in this book.
The objective of the CEE Forum is to foster discussion for BPM academics from Central and Eastern Europe to disseminate their research, compare results and share experiences. For the CEE Forum 16 submissions were received and 6 full and 2 short papers were accepted for publication.
The book also contains one invited talk in full-paper length and 6 poster papers from the CEE Forum.
The papers in this special issue focus on the emerging phenomenon of cryptocurrencies. Cryptocurrencies are digital financial assets, for which ownership and transfers of ownership are guaranteed by a cryptographic decentralized technology. The rise of cryptocurrencies’ value on the market and the growing popularity around the world open a number of challenges and concerns for business and industrial economics. Using the lenses of both neoclassical and behavioral theories, this introductory article discusses the main trends in the academic research related to cryptocurrencies and highlights the contributions of the selected works to the literature. A particular emphasis is on socio-economic, misconduct and sustainability issues. We posit that cryptocurrencies may perform some useful functions and add economic value, but there are reasons to favor the regulation of the market. While this would go against the original libertarian rationale behind cryptocurrencies, it appears a necessary step to improve social welfare.
There are some reasons, why both social investors and social project initiators (including NGO) need mediators for the process of investments. Mediators can reduce transaction costs for both sides because they shoulder the functions of search, audit, information expansion and also they create convenient services for investors and recipients. So social exchange platforms provides “good and clear” competition for resources in Russian “third sector” of economy.
In the 1990s, sub-national authoritarian regimes – local-based monopolies of ruling elites – emerged in many of Russia’s regions and cities against the background of spontaneous decentralization of government and competitive electoral politics. In the 2000s, the decline of political competition and recentralization of the Russian state led to incorporation of sub-national authoritarian regimes under federal control and cooptation of local-based actors into the dominant party, United Russia. This paper is devoted to a comparative analysis of sub-national authoritarianism in Russia in light of the experience of local political machines in other countries, ranging from US cities from the 1870s-1930s to Southern Italy from the 1950s-1980s. Unlike the American political machines, which were demolished from below as a by-product of modernization processes, Russia’s sub-national authoritarian regimes were integrated from above into the nation-wide authoritarianism. One might expect further stagnation of sub-national authoritarian regimes in Russia until major regime changes will occur on the national level.
The deepening rift between the system's potential and the challenges of rapidly changing socio-economic conditions make the transformation of Russia's state apparatus a matter of the nearest future; while, barring a radical overhaul, its preservation until 2025 is virtually impossible. Two major trends and resulting changes in administrative organization will determine Russia's political development processes in the coming years: reformatting relations between the authorities and society and reconfiguring arrangements between the federal center and regions. The center-regions relations dynamics is analyzed in terms of long pendulum oscillations with pendulum moving now from the model of 'federation of corporations' to the model of 'federation of regions'.
A model for organizing cargo transportation between two node stations connected by a railway line which contains a certain number of intermediate stations is considered. The movement of cargo is in one direction. Such a situation may occur, for example, if one of the node stations is located in a region which produce raw material for manufacturing industry located in another region, and there is another node station. The organization of freight traﬃc is performed by means of a number of technologies. These technologies determine the rules for taking on cargo at the initial node station, the rules of interaction between neighboring stations, as well as the rule of distribution of cargo to the ﬁnal node stations. The process of cargo transportation is followed by the set rule of control. For such a model, one must determine possible modes of cargo transportation and describe their properties. This model is described by a ﬁnite-dimensional system of diﬀerential equations with nonlocal linear restrictions. The class of the solution satisfying nonlocal linear restrictions is extremely narrow. It results in the need for the “correct” extension of solutions of a system of diﬀerential equations to a class of quasi-solutions having the distinctive feature of gaps in a countable number of points. It was possible numerically using the Runge–Kutta method of the fourth order to build these quasi-solutions and determine their rate of growth. Let us note that in the technical plan the main complexity consisted in obtaining quasi-solutions satisfying the nonlocal linear restrictions. Furthermore, we investigated the dependence of quasi-solutions and, in particular, sizes of gaps (jumps) of solutions on a number of parameters of the model characterizing a rule of control, technologies for transportation of cargo and intensity of giving of cargo on a node station.
Event logs collected by modern information and technical systems usually contain enough data for automated process models discovery. A variety of algorithms was developed for process models discovery, conformance checking, log to model alignment, comparison of process models, etc., nevertheless a quick analysis of ad-hoc selected parts of a journal still have not get a full-fledged implementation. This paper describes an ROLAP-based method of multidimensional event logs storage for process mining. The result of the analysis of the journal is visualized as directed graph representing the union of all possible event sequences, ranked by their occurrence probability. Our implementation allows the analyst to discover process models for sublogs defined by ad-hoc selection of criteria and value of occurrence probability
The geographic information system (GIS) is based on the first and only Russian Imperial Census of 1897 and the First All-Union Census of the Soviet Union of 1926. The GIS features vector data (shapefiles) of allprovinces of the two states. For the 1897 census, there is information about linguistic, religious, and social estate groups. The part based on the 1926 census features nationality. Both shapefiles include information on gender, rural and urban population. The GIS allows for producing any necessary maps for individual studies of the period which require the administrative boundaries and demographic information.
Existing approaches suggest that IT strategy should be a reflection of business strategy. However, actually organisations do not often follow business strategy even if it is formally declared. In these conditions, IT strategy can be viewed not as a plan, but as an organisational shared view on the role of information systems. This approach generally reflects only a top-down perspective of IT strategy. So, it can be supplemented by a strategic behaviour pattern (i.e., more or less standard response to a changes that is formed as result of previous experience) to implement bottom-up approach. Two components that can help to establish effective reaction regarding new initiatives in IT are proposed here: model of IT-related decision making, and efficiency measurement metric to estimate maturity of business processes and appropriate IT. Usage of proposed tools is demonstrated in practical cases.
