An assessment of regional innovation system efficiency in Russia: the application of the DEA approach
The main aim of this study is to compare Russian regions according to their ability to create new technologies efficiently and to identify factors that determine these differences over a long period of time. We apply data envelopment analysis (DEA) to assess the relationship between the results of patenting and resources of a regional innovation system (RIS). Unlike previous studies, we apply the DEA method over a long period, comparing regions to one another and over time. In general, RIS efficiency in Russia increased during the period, especially in the least developed territories. There was significant regional differentiation. The most efficient RIS were formed in the largest agglomerations with leading universities and research centers: the cities Moscow and Saint Petersburg and the Novosibirsk, Voronezh, and Tomsk regions. Econometric calculations show that RIS efficiency was higher in technologically more developed regions with the oldest universities and larger patent stock. Time is a crucial factor for knowledge accumulation and creating links between innovative agents within RIS. Entrepreneurial activity was also a significant factor because it helps to convert ideas and research into inventions and new technologies and it enhances the interaction between innovative agents. It is advantageous to be located near major innovation centres because of more intensive interregional knowledge spillovers. Public support of more efficient regions can lead to a more productive regional innovation policy.
It is for the first time when the phenomenon of the political class is being investigated in the Russian political science literature. In this edition, the political class is viewed as a community of persons professionally involved in the sphere of politics. Political elites, administrative and political bureaucracy, deputy corps, party functionaries, analyst center staff, expert community, political consultants, political journalists are regarded as important segments of the political class. The study of political participation of corporate business is also paid attention to. An important advantage is the combination of theoretical, methodological and applied aspects of the research, as well as a comparative perspective: the features of the formation of a political class in Ukraine and other countries of Central and Eastern Europe are considered.
R&D projects in pharmaceutical industry are extremely risky and bring benefits in long-run period. Self-interested managers try to avoid risk and underinvest in R&D. In this paper we study the effect of independent directors, insider ownership and scientific connections on R&D investments. Independent directors and insider ownership can mitigate agency problem by additional monitoring and convergence of interests. Scientific collaborations promote technological development and increase R&D. The research reveals the difference of the effects in emerging and developed market.
The article deals with the statistical analysis of results of the scientific and technical activity, based on the data of patent statistics. This analysis allows to judge tendencies and level national technological development, structure, directions and intensity of commercialization of knowledge. In article the detailed analysis of patent activity which are carried out by the organizations of a scientific and technical complex is resulted.
We estimate efficiency scores for Russian universities based on data set of input and output criteria by using Data Envelopment Analysis. In addition, we use a reputation index as another indicator of a university’s productivity. To construct it, 4000 contexts are analyzed and 13 reputation criteria are found. The threshold procedure is used to aggregate them into a reputation indicator. Factors which lead a university to be efficient are studied.
DEA-analysis is performed based on publicly available data on 94 world largest fashion retailers. Standard clusterization of coefficients obtained from DEA-analysis gives clusters that are analyzed with respect to homogeneity and fit to the types of strategic behavior outlined in strategic management.

The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
The paper studies a problem of optimal insurer’s choice of a risk-sharing policy in a dynamic risk model, so-called Cramer-Lundberg process, over infinite time interval. Additional constraints are imposed on residual risks of insureds: on mean value or with probability one. An optimal control problem of minimizing a functional of the form of variation coefficient is solved. We show that: in the first case the optimum is achieved at stop loss insurance policies, in the second case the optimal insurance is a combination of stop loss and deductible policies. It is proved that the obtained results can be easily applied to problems with other optimization criteria: maximization of long-run utility and minimization of probability of a deviation from mean trajectory.
