The paper uses the evidence from Russia to analyze the arrangements for interaction between foreign firms and key national partners in the countries of their operations. We identify the main stages and factors that were driving the evolution of the two main channels of collective action for foreign firms in Russia over the last 25 years – the Foreign Investment Advisory Council under the Office of the Russian Prime Minister and foreign business associations. We also provide the comparative analysis of the effectiveness of these two main channels, as well as highlight the factors contributing to higher effectiveness of individual foreign business associations under the current Russia’s circumstances.
We show that political rather than economic or institutional factors play a more significant role in explaining the changes in the effectiveness of collective efforts of foreign firms. Russia’s experience suggests that the mechanisms of interaction between foreign business and the authorities can work effectively only if there is mutual interest in such interaction. In Russia since the mid-2000s there have been relatively favorable political conditions for the dialogue between the Government and foreign firms, and the respective interaction mechanisms produced some positive effects regarding e.g. attraction of additional foreign investment inflows and modernization of the regulatory framework. However, with worsening the political situation in 2013, political priorities of the Russian Government became markedly more important than the economic ones, and thus, the effectiveness of the existing instruments for collective action of foreign firms significantly decreased. One consequence of this has been the greater willingness of foreign business associations to cooperate with Russian business in order to promote jointly a pragmatic reform agenda.
Collective Management of Residential Housing in Russia: The Importance of Being Social Homeowners associations (HOAs) implement collective management in residential housing. We assess the performance of such associations in Russia by using the stochastic frontier technique. Cultural traits enabling tenants to make proper use of the HOA decision-making procedures are essential for resolving the collective action problem and ensure accountability of governing bodies and outside contractors. Such “technical civic competence” has a stronger impact on HOA performance than more conventional forms of social capital which rise in their significance when HOA governance breaks down and informal grassroots alternatives are mobilized instead. Massive and indiscriminate “supplyled” introduction of collective management in residential housing without matching cultural and institutional prerequisites could be counterproductive. Flexibility, freedom of choice, and market development are required to avert the failures of HOAs commonly observed in Russia.
The achievement of high level of business activity is inseparably connected with the конъектурой market, with the creation of the state and municipal authorities of favorable conditions for the activities of the business elements and the ability of business to form their consolidated position, which is the basic element of the state policy and the formation of civil society. In this connection, the priority directions of research and the objectives, which the authors have set before us in the work of the steel analysis and evaluation, by the example of Nizhny Novgorod region, the regional business associations, models, forms, and the evolution of their relations with the regional authorities, business associations, Federal and municipal level and other aspects of their development.
To help right the imbalance in attention in between oligarch firms and the rest of the economy, we report results from two original surveys of 500 firms conducted in 2000 and 2007 in eight regions in Russia that explore the business environment for manufacturing and service sectors. We find that the formal and informal rules of the game for everyday firms in Russia have changed dramatically in the Putin years. Most importantly, while the informal and formal rules of the game were essentially the same for successful and unsuccessful firms in 2000, by 2007 regional governments in Russia had come to favor successful firms through a variety of informal and formal means in ways that were absent just seven years earlier. This shift in the rules of the game in favor of successful firms suggests that a core group of firms in the regions under study have managed to cooperate with the regional government to temper the weak institutional environment in Russia. On one hand, this arrangement is clearly a “second-best” option for economic development over more neutral rules that provide a level playing field for all firms. On the other hand, it is likely an improvement over “third-best” options that involve the state using its power to punish successful firms to reward less successful firms. More generally, this change in informal institutions in a relatively short time suggests that informal institutions are mutable than many accounts suggest.

There is a sharp contradiction between public policies to support SMEs and features of Russian national SMEs. Using western experience in Russia, doing some bright projects to stimulate small businesses was important twenty years ago. Quantitative and qualitative parameters of SMEs in Russia lag behind most countries, largely due to the structure of its economy with the traditional dominance of large enterprises
and the prevailing business climate. Small and medium-sized business in Russia is not innovative, does not perform antitrust function and does not create many
jobs. Small and medium-sized business generates a positive competitive environment. But the importance of SMEs in Russia should not be exaggerated. The scale of subcontracting and franchising with independent small businesses in our country is extremely small. It happened so that the Russian economic policy and the leading part of the national political establishment were in a subordinate position in relation to the interests of a narrow circle of large businesses, mainly engaged in production and export of the most important natural resources. Manufacturing, infrastructural and other facilities of big business, its supply and marketing relations and, most importantly, its long-term economic interests focus on large enterprises and, with few exceptions, show no interest for the SMEs sector. The situation is exacerbated by the fact that the Russian system of economic institutions encourages big business mostly. It also proves an essential specific situation of small and medium-sized businesses in Russia. The development of Russian small and medium-sized business entirely depends on the state of the economy and the business climate in the country. The business climate in Russia does not correspond to the needs of small and medium-sized businesses. Measures to improve the business climate can potentially help Russian small and medium-sized businesses much more than the existing costly system meant to support them. It is obvious that the whole Russian system for SMEs support, fold increase in the federal budget to support Russian SMEs occurred in the recent years, is unable to compensate for a generally unfavorable business environment in Russia. It is necessary to improve the quality of investment, business climate and institutions in Russia. The real growth of the Russian SMEs can be expected only with the modernization, new industrialization of the Russian economy and business climate improvements.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
