The paper considers organizational changes and competencies development necessary to use IT in higher education institute effectively. The discussion starts with the problem of complementary relations between information systems, institution’s organizational practices and the requirements for the competencies of teachers and other staff, and its basic consequences. The methods of analysis of the relationships between organizational practices and to develop approaches to organizational change in high school are introduced. Finally a system of organizational practices and staff competencies to improve IT effectiveness is presented
This paper describes the experience of the application of the design approach which is used in the HSE - Nizhny Novgorod in the teaching of accounting (financial) accounting, auditing, economic analysis. The stages of a complex project, as benefits of this approach and the problems that arise.
The present paper summarizes a review of the best practices and models of academic development in foreign universities. It is argued that academic development as a domain of professional activity is developed as a response to the three interrelated processes: emergence of the new forms of public management, dissemination of 'entrepreneurial university' conception and life-long learning programs. Possible goals, professionalization problems and organizational models of academic development are elaborated in order to present heterogeneity of this phenomenon. We conclude by highlighting the most promising types of academic development programs which is possible to implement in Russian universities.
Management action is examined as a part of organizational change models. Running of the organization depends on external and internal environment changing. Organizational behavior management is considered to bean important factor or organizational adaptation.
In 2013, the InternationalConference on Advance Information Systems Engineering (CAiSE) is turning 25. Started in 1989, in these years, the conference has provided a broad forum for researchers working in the area of Information Systems Engineering. To reflect on the work done so far and to examine perspectives of future work, the CAiSE Steering Committee decided to collect a selection of papers published in the conference proceedings in these years and to ask their authors, well-known researchers in the area, to comment on their work and how it developed during the years. CAiSE Proceedings have been published by Springer in the Lecture Notes in Computer Science Series (LNCS) since 1990.
The book provides an overview on the conference from different points of view: a historical analysis on how it developed and its goals over the years, a social network analysis of the positioning of CAiSE in the research community, and future perspectives for the conference in an evolving world.
Information systems have been developed in parallel with computer science, although information systems have roots in different disciplines including mathematics, engineering, and cybernetics. Research in information systems is by nature very interdisciplinary. As it is evidenced by the chapters in this book, dynamics of information systems has several diverse applications. The book presents the state-of-the-art work on theory and practice relevant to the dynamics of information systems. First, the book covers algorithmic approaches to numerical computations with infinite and infinitesimal numbers. Also the book presents important problems arising in service-oriented systems, such as dynamic composition, analysis of modern service-oriented information systems, and estimation of customer service times on a rail network from GPS data. After that, the book addresses the complexity of the problems arising in stochastic and distributed systems. In addition, the book discusses modulating communication for improving multi-agent learning convergence. Network issues, in particular minimum risk maximum clique problems, vulnerability of sensor networks, influence diffusion, community detection, and link prediction in social network analysis, as well as a comparative analysis of algorithms for transmission network expansion planning are described in subsequent chapters. We thank all the authors and anonymous referees for their advice and expertise in providing valuable contributions, which improved the quality of this book. The article considers the conceptual approach of creating a set of development tools for active learning methods in a form of competency-based business-game studio. Competence-based business game is an information system, which aims to give a certain level of professional competence while implementing scenarios that are determined by business-process models of the domain. The structure of the gaming studio, suggests a set-theoretic representation of business-game design process. Business game can be represented as a cybernetic system with feedback, which contains both the object of management and the management system. The game is implemented as control and operating machines accordingly. For the construction of the operational machine it is proposed to use a knowledge model in the form of ontology. To represent the automate model it is proposed to use a model of managing business processes of an enterprise. A block diagram of the business-game design process is provided.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.
